與極端貧困和人權(quán)問(wèn)題特別報(bào)告員的對(duì)話

大會(huì)主席您好，我來(lái)自于華中科技大學(xué)法學(xué)院。以下，我代表中國(guó)人權(quán)研究會(huì)發(fā)言，我發(fā)言的題目是“積極型治理——中國(guó)共產(chǎn)黨反貧困的經(jīng)驗(yàn)”。
2021年2月25日，習(xí)近平總書記宣告中國(guó)為期八年的脫貧攻堅(jiān)戰(zhàn)略取得全面勝利。中國(guó)的反貧困戰(zhàn)略為什么能在短期內(nèi)取得成功呢？我認(rèn)為和以下三個(gè)因素密切相關(guān)：
第一，以實(shí)現(xiàn)積極人權(quán)為反貧困的思想基礎(chǔ)。如果說(shuō)社會(huì)救濟(jì)制度是現(xiàn)代國(guó)家都要肩負(fù)的社會(huì)責(zé)任的話，那么以國(guó)家的力量持續(xù)進(jìn)行反貧困則是中國(guó)特色社會(huì)主義國(guó)家制度優(yōu)越性的體現(xiàn)，其要實(shí)現(xiàn)的是一種積極人權(quán)。
第二，大力推動(dòng)黨員干部下鄉(xiāng)。中國(guó)的各級(jí)黨員干部除了具有自身的專業(yè)分工工作以外，他們還要參與到國(guó)家重大戰(zhàn)略的完成中，這種力量是反貧困得以實(shí)施的重要組織保障。
第三，注重激發(fā)農(nóng)民的參與熱情。中國(guó)共產(chǎn)黨反貧困戰(zhàn)略的實(shí)施中充分尊重了人民群眾在自身發(fā)展和村莊發(fā)展中的主體地位，注重調(diào)動(dòng)人民群眾參與反貧困的積極性。
總之，中國(guó)共產(chǎn)黨治理貧困的方式是一種積極型的治理，這種治理方式是有效的，是可以推廣的。

Colleagues,
Good morning (evening), I am from the Law School of Huazhong University of Science and Technology. On behalf of the China Society for Human Rights Studies，I will now speak on the topic “Active Governance- the Experience of Chinese Communist Party in Poverty Elimination”.
On Feb 25, 2021, General Secretary Xi Jinping declared that China had secured a comprehensive victory in the fight against poverty during the past eight years. So why can China’s poverty alleviation strategy succeed in such a short time? I think it’s closely related to the following three factors:
First, the ideological basis for poverty elimination is to realize a positive human right. If the social relief system means a social responsibility that modern countries must shoulder, then the continuous fight against poverty with the strength of a state embodies the great advantages of the Chinese socialist system, and it aims to realize a positive human right.
Second, Party members and officials were encouraged to go to the countryside. In addition to their own professional work, Chinese party members and officials at all levels have to engage in the causes of major national strategies. They form the organizational strength that makes the implementation of poverty elimination possible.
Third, people’s enthusiasm for participation is stimulated. In the implementation of the strategy, the Communist Party of China fully respect the people’s dominant position in their own and village development, and pays attention to mobilizing people’s enthusiasm to participate in poverty elimination.
In short, the Chinese Communist Party’s approach in the battle against poverty is a kind of active governance, which is effective and can be promoted.
